I know with Windows the spring and fall updates are optional. With macos is it the same or does it always show a red number saying to install the newest macos version?

Yes, it's optional...l and yes, by default macOS will always tell you via badging that there is an update pending...
I have used this command to ignore the Catalina update... and I suspect that you can do the same with any version of macOS by replacing Catalina with the macOS name in the terminal command.
Want to stop MacOS Catalina showing up in Software Updates on a Mac? Don’t plan on updating to MacOS Catalina anytime soon? Still up in the air about whether or not to update to MacOS Catalin…
