Are meeting reminders supposed to float?

Just had a meeting reminder pop up and I noticed that either it or the background was moving as if floating but more jumpy than smooth. Not sure if anyone noticed and if this "effect" is intentional or a bug

It's intentional, but you can turn it off by turning on 'reduce motion' in the accessibility settings.
