Are polls open to all now?

Maybe this was a change awhile ago but I had just noticed it. I remember the poll option when creating a new thread was taken away from regular members awhile back and only the mods (and demis too?) had privileges but now I'm seeing regulars and (non-demis) post them.

Is this new or am I just late?

I didn't notice till recently, but yeah, I'm not a Demi, and I could make a poll.

No, I think that it is new...although I could just be late as well.
