Apparently, subsequent iCloud backups are incremental. Just wondering if subsequent backups to iTunes are the same? Or does it do full backups every time?

No, they are full back-ups.

Edit:
Actually, not 100% sure anymore. On my iCloud back-ups, it has been saying 58MB as the latest back-up size (it backs-up everyday & I haven't changed/added anything in my iPhone in the past 3 days) - so it appears it isn't incremental but I don't have definitive proof.

Found out for myself. Subsequent backups (for each iOS version) are incremental. First backup to iTunes took a while, but the subsequent one took seconds. It's the same for both USB or WiFi backup.
