I want to update to 1.1.3 but not if I can't get the apps.

yeah I know I have to pay for them... and I am already hacked but I want the apps from apple. I read that they are currently unavailable.

Just go on iTunes and click on the new apps, simple.

While you're waiting for the 1.1.3 version of the apps, you can get the 1.1.2 version thru the installer. Add applerepo.com to your source list.
