Are there any apps like Noted that sync notes to audio?

Noted allows you to record audio and when you take notes it basically timestamps that note and links it to a section in the recording.

However they have a subscription model, any other apps that do not require subscription with same functionality?

I don't know if it does EXACTLY that, but Notability is perhaps the most used app for that purpose... it records audio that is in sync with the handwritten notes.
