I would like to get the iWork suite of Apps for out iPad, but only see Pages, Numbers, and Keynote for $10 each, and Garage Band for $5.

Are there ever any discounts on these Apps?

Buy a new iOS device and you can get them for free.
 
Don't know if this was a fluke or poor system design but I got them all for free when I replaced my iPhone 5 at the Apple store. I had AppleCare+ and it was damaged. Apples servers probably just saw it as a new device on my account and triggered the free offer.

Same here. Didn't get the free offer but saw that its was free in the AppStore.
