I accidently deleted a folder of files, with a photo that I was fond of, that is currently my background. If its currently my background, is it backed up in some file somewhere?

You need to setup and then run apple's TimeMachine backup or use another backup application to have your data backed up. OSX doesn't do it for you.

Like any other computer, operating system. You delete something, its gone.

the only saving grace you may have is whether the deleted files are still in the trash, i.e., did you empty the trash?
 
if the picture is still your background right click on the desktop and choose Change Desktop Background and then drag the picture from the upper left box onto your desktop. i think its stored in cache somewhere.
 
unfortunately, when I open up the new background window, the small upper left box is blank.. Maybe its gone forever, unless anyone knows where exactly in the cache this file is
