Are Verizon iPhone 5C all Unlocked? I know the Verizon 5S are, but how about the 5C?

Yep. And it's the phone to buy, imo. You get both GSM and CDMA radios, can work with just about any carrier (except Sprint). It's a true global phone, in both 5c and 5s. So get the Verizon phone off-contract at an Apple store.
