We don't know. We have seen leaks on the new iPad Air 2, but nothing on the Mini.

Yes because iPads follow a yearly release cycle and they haven't release a 2014 iPad yet so it would make sense that they'd announce it on October 16th. However, there may be some other surprises in store for us
