I wonder if you are free to change text plan any time with no extra cost.

I will have no text plan for my 3G S because I send and receive less than 25 msgs a month these days. But, that can change with in a day if you make a new friend who likes to text.

You can, but the plans are prorated based on the amount of time left in the billing cycle.

I would fine out when your billing cycle starts so you can change as close to that date as possible
