Neither here, nor there...
I've had a few days with low battery last week and have spent a bit more time looking into the Usage menu.

Right now I have 51 minutes of usage logged, even though I haven't used the phone since I pulled it from the charger. I haven't got any applications running in memory either. So this is quite strange. I also don't have any notifications on (not because of battery, but because of the hassle) or location services.

What could be running in the background that counts as active time?

Usage: Amount of time iPhone has been awake and in use since the last full charge. The phone is awake when you’re on a call, using email, listening to music, browsing the web, or sending and receiving text messages, or during certain background tasks such as auto-checking email.

If there's a lot of push notifications going on or any background task, it counts as usage. You can't truly quit iCloud (unless you turn it off), Phone, Messages or Mail since even if you've quit the application, there are still gonna be background tasks running. Same is true of any app authorized to send you push notifications. THose wil keep coming even with the app being quit.
