Silly question, but what is the difference between 'Arrange by Name' and 'Sort by Name?'

And just figured it out, Sort is a sub of Arrange. So first, you arrange by one filter and then you can further sort.
 
I believe one temporary, when you close the window it will all get mixed up
and the other permenant . I forgot which is which though
 
In my experience, none of the view options in Finder are permanent. My Finder always randomly re-arranges view preferences, by the tides, or weather, or whatever.

If you arrange by name or sort by name, the result is the same. The only difference is the small visual change between traditional columns at the top (sort by), or the big white bar (arrange by).

This is not normal. Finder's view options are set on a per-folder and per-view basis, using hidden files named .DS_Store. If there is a problem creating these (like permissions set incorrectly), then you may see the behavior you're describing, but for most people they do stick when set for a particular folder.
