Arrange displays w/o snapping?

1200 pixel tall monitor next to a 1152 one. I'd like for the shorter one to be centered height-wise so that the hotcorners on the main one (1200) still work, but whenever I try and move it around in the system preferences it jumps up to line up with the corner.. is there a trick to turning the snap off?
 
is there annnny way to do this? i feel it should be possible.. hopefully w/o terminal though heh
