I have not been able to find an answer in google so...

As of yet (July 19, 2011) is there an untethered jailbreak for the iOS 5 Beta?

No. Betas never have untether. Noone would waste vulnerablities for a beta firmware x

In that case is there any way to avoid safari not booting without booting tethered? I don't care about Cydia and jailbreak apps, I just want root access.

Correct.
Why bother wasting exploits on a beta?
