Is the picture quality the same as a 27” iMac (2014)?

Given the following from the specs:
  • Three downstream USB-C ports (up to 10Gb/s) for connecting peripherals, storage, and networking
Is it correct that the USB-C ports cannot be used to connect a second monitor? (Just be nice if, given the price, it included the functionality of a dock for a MB.)

I can only compare to my 2017 iMac and picture quality is as good as before.
As to your 2nd question, I don’t believe you can but others can chime in, or do a search in this forum

Only the Thunderbolt port is display input on the Studio Display. The only way to switch inputs is to unplug the cable from one computer and connect it to another.

Same resolution as a 27" retina iMac, though the brightness and some other specifications have been tweaked.
Correct, the USB-C ports cannot be used to connect a second monitor. But it will provide up to 96w of power to a MacBook, so in that sense it is a dock... just not one that has a port for a second display.
