...would it make sense to get just the basic "wi-fi only" iPad 2 when it launches, so that I could connect it to the personal hotspot steve talked about today instead of shelling out more money a month? would that make economic sense, or be a pain?

Yes.

In my opinion, if you are going to have an iPhone and an iPad, wifi is the best way to go. If you ever realized that you did need internet on the go on the big screen, you could just activate tethering/mobile hotspot on your iPhone for $20, and can cancel it whenever you like.

Do you still have to switch to AT&T's crummy data plan if you're on unlimited? Or has AT&T had a change of heart allowing you to add tethering on top of unlimited data plan?
