AT&T - $10 extra line now $20 ?

I wanted to add an extra line to my account for $10 (as other forumers have mentioned), but I was told that an additional line would be $20 monthly and not $10.
I asked why that was and the answer given was that this has been true for at least one year now.
Am I missing something here?
I read a few threads last week that ppl were adding an extra line for an additional $10 per month to get the 6/6+.

I looked into Next, but that would not be ideal for us at the moment.
We currently have the mobile share value plan and would like keep it.

It hasn't been ten dollars since the mobile share plans launched almost two years ago now. 10 dollars are for the old shared minute plans. The interesting thing is that on the new plans the cost for a new line isn't 20 it's 40 for a smart phone if you sign the 2 year option
