AT&T 4G Network - Wireless Emergency Alerts (WEA)

I can't seem to get a strait answer from AT&T on WEAs so I will bring my question here.

If I have an iPhone 4S, should I be receiving WEAs on AT&Ts network?

The agent I was speaking with said something about their 4G network not being suppoted and that it would only work on 2G and 3G network which, to me, doesn't make a bit of sense.

To the best of my knowledge AT&T doesn't support this, plus for the carriers who do support it, it's a regional thing - not all regions of the country can get these either.
