If I decide to return my i4 when it arrives because of signal issues, and purchase another one after sep. 30(if they changed the design). Will AT&T charge another $18 activation fee?

It isn't going to change. Not until next year when another phone comes out.

If you return, and AT&T lets you out of your contract, they will waive the activation/upgrade fee.

Thanks, I remember a long time ago I was told by a rep that you would need to cancel the contract within a week to get back the $18, however I am sure you would get credited if you called in.

In cases like this one, where there's a known issue with the phone you chose, they usually refund fees. I used to work for AT&T, btw.

;)
