AT&T changes Upgrade Policy?

I bought my 3G on July 31, 2008 and paid $65~$100/month for a year. Upgrade date was Dec 31, 2009.
Now! I can upgrade only with $199 for 16GB, $299 for 32GB in the www.att.com.
Is this really true or temporary system error?
