AT&T Family Plan, transfer numbers - where?

So i know the online Apple store can't handle family plan iPhone orders. So what options would I have when the new model comes out?

Can the Apple retail store handle a brand new AT&T account family plan with two iPhones transferring numbers from Verizon? Or does this have to be done in an AT&T store?
