at&t full price no contract

I have a question for anyone who has purchased the at&t full price no contract iPhone 4S.

Is the Settings > General > Network > Cellular Data Network available or is it locked down? I couldn't find an answer anywhere.

I think once u insert a SIM in it it'll show up.

Mine is available. I have a T-Mobile sim inside.

With an AT&T SIM the carrier settings do not show up. They do if you put in another SIM card. Perhaps the unlockit.co.nz website will let you change it.
