iPad AT&T hotspot on iPad data plan?

So if I wanted to use my wifi only iPad on LTE could I just buy an AT&T hotspot and then stick a dataconnect SIM card in it? I only want the $15 a month iPad plan and don't want to buy the $50 a month plan. Does AT&T prohibit this? Would the device get LTE speeds? Thanks!
