Did anyone notice the prices of ATT's international packages went down? I just went to add one, and they almost seem reasonable now.

MUCH better than they were. Still too high.

It used to be $200 for 200 mb.
 
Is that monthly fees? So if I go for a short period, can I start/stop without any other fees? and one more question: Can anyone give me an idea what do I need for just normal usage which is composed solely on reading and writing emails?

Yes but if you only keep your international data plan for 10 days, both the price and data allotment would be pro-rated. Example: if you get the $100/275mb plan for 10 days, you would only be charged $33 but you would also only get 92mb.
