AT&T iPhone 4S is UNLOCKED?

So after activation new ATT iPhone 4S saying 'Congratulations iPhone is Unlocked'.
So did anybody try for example t-mobile sim card or other GSM card in it after?

I'm guessing you paid full price, off contract? If not, you somehow beat the system.
