I recently made a post in the Apple developers forum explaining that I upgraded my MobileMe account to iCloud and forgot my iPhone 3GS is AT&T locked and I have to jailbreak it and unlock it to use it on my local provider (Costa Rica/ICE), so at the moment I can't use iCloud with 4.3.2. But I just got suggested by someone at the developer foums that I can still use the AT&T locked phone on any provider if I am an iOS developer? Is this true?

Just think of the RUSH to sign up as a developer for $99 and get the phone unlocked if it was real.
