I just received the same email a short time ago, although mine was from:

Got the same message except from:

Nancy Garvey

AT&T - Greater Midwest Region

Maybe they are trying to give us AT&T hope.... :)

Wonder how soon we'll see these improvements since 2010 is closer and closer to being over with.
 
AT&T: Talking about how they will eventually improve their infrastructure since 2004.
 
I haven't gotten one yet but they're probably ticked off at me because I keep roaming in Wyoming and South Dakota. Got the "you've used too much roaming" scold-a-gram last month. Can't wait until they get to work converting all that Altel territory.
 
I love the bit where they say they plan to invest between $18 and $19 billion. My guess is they'll decide on $18.23... which is between $18 and $19 billion (and works out as about 35 cents per state!)
