I bought my 3rd gen iPad on launch day, and I remember seeing pretty much full bars on LTE.
In my paranoia, I didn't use it too much until I was able to put a backing film on, and I went with BodyGuardz. However, after installing it, I'm getting consistently 1 or 2 bars in San Diego (the most I've seen is 3), where my iPhone 4 is getting full bars on 3G AT&T. My speeds are still solid, but I am a little concerned that the film is interrupting part of the LTE signal, which might affect me in areas where the service is already less solid to begin with.
I have tested this in the UTC area, Hillcrest, Mira Mesa, and Sorrento Valley. im usually between 1 and 2 bars, occasionally up to 3.
The interesting thing is that when I turn off the LtE setting, the 3G signal is still full bars. Is there something wrong with my LTE reception (either in the iPad or film), or is this normal to consistently fewer bars on LTE?
