I just want to clarify what the "no roaming or long distance charges" feature of the Nation plans mean; does that mean that I can talk anywhere where there is any kind of service, including "Partner" networks according to AT&T's coverage map, without paying any extra fees (assuming I don't use it excessively or try to use data roaming)? And one minute of talking on a partner network subtracts only one minute of talk time from my monthly minutes?
 
Yes as long as you are inside the United States you will not receive a roaming charge.

I think there are some exceptions if your consistently using a majority of your daytime minutes roaming (50%+) but that would be really hard to do.
