AT&T or Verizon i5 for use in Turkey?

I know the factory unlocked iPhone 5 is not yet released, but I understand that you can plug in a local SIM card for GSM and use the phone. I have a cousin who is here and returning to Turkey in a few weeks. My research shows that off contract AT&T phone restored in iTunes is unlocked and that Verizon is unlocked for GSM use. I think Turkey uses 900 and 1800 GSM frequencies. Does she then need the Verizon phone or will AT&T phone work? Any downside for not waiting for factory unlocked version? She tells me iphone 5 is crazy expensive there and she is in USA for the semester.....
