AT&T Phones Unlocked or not

It's confirmed that all Verizon phones come factory unlocked.

Can anyone explain if AT&T phones bought off contract (full price) are unlocked if bought from any retailer besides apple store? :confused:(best buy / walmart / radioshack) Thanks
