I've owned an iPhone 3G for two years, so I was eagerly anticipating the iPhone 4. I preordered the iPhone from AT&T successfully w/ a confirmation e-mail. However, I had called an AT&T rep about keeping my 3G, and they said I would need to return the iPhone 3G and instructions on how to do it would be with the new iPhone.

Has anyone heard about this?

No, you never need to return in.
The only thing they MIGHT send you is a bag to recycle it.

I'm really not sure if this is a troll or the dumbest rep in history. You have to swear your life and soul to me if your lying at this point for me to believe you.

Never, ever heard of it. If you've had your 3G for two years, you've fulfilled your contractual obligation. No return, no ETF, nothing. That phone is *yours*.

That's what I thought. I had planned to give the iPhone 3G to a family member, which is why I made the call to the AT&T rep to confirm that this was possible.

He will probably keep it and sell it on ebay. It's a scam. You should report him to the manager.
