I've got three lines on my AT&T family plan. My iPhone and two dumb/basic phones that family members use. I use their upgrades every year to upgrade my iPhone.

Has anything changed with AT&T or will I still be able to use one of their upgrades, then remove the data plan from it immediately?

Yea that's still no problem. The only issue I've run into is that at some point you really do need to put a SIM card for the dumb phone line into a dumb phone, or else you need to call in once a month to get the data plan removed. After owning an iPhone for so many years they can be hard to find now. I had to buy a $15 one from the AT&T store to use for that purpose.

The SIM is no problem, as those phones are actually being used. I believe last year, the line I was upgrading was never even interrupted because I popped my existing SIM into the phone before activating it with the other line's number.
