MPEG-4 in particular. So I'm guessing they're after H.264. But wasn't there a conglomerate of companies that built the standard? They aren't mentioned.

Yes there was, but AT&T chose not to join the licensing conglomerate. The conglomerate doesn't guarantee that theirs are the only patent licenses you need to license to implement MPEG4.
