AT&T allowed purchases on their web site using the two-year contract deal last year. Is that not available this time?
 
ATT 2 year contracts are gone since around the beginning of the year now. There's no such thing as a subsidized phone anymore. You pay in full or pay installments which is ultimately paid in full or more no matter the carrier.

This makes me more apt to hang on to my iPhone for a 3rd year, rather than every other one.

It's a shame carriers got so greedy, that we all are in a lose:lose situation.

it still allow 2 yr contracts if you have an agreement with them in your business account, glad i have it so well be picking up 4 128gbs for 2 yr contract

The monthly price of my plan dropped by $20 when I changed to their new plan, so that pretty much makes up for any monthly charge for the phone. Perhaps it makes you feel better if they charge you the extra $20 per month for the service instead of for the phone, but for me it makes no difference. And if I do decide to keep my phone more than 2 years, then I actually save money.
