I'm about to pay the ETF for my AT&T contract because I'm moving abroad. My iphone was stolen and I bought a used iPhone from a friend which I have been using for a number of months. When I pay the ETF, will AT&T unlock the replacement used iPhone?

You need to ask them, they make the decisions, not us.
 
If the used iPhone is out of contract of your friend account then yes; if not no.
 
do you even need to pay an ETF if you're moving out of the service area?
