I went into an AT&T this morning in NYC and tried to purchase a 32GB iPhone 4 at the non-contract price of $699. I was told that I couldn't do that because they were only selling to upgrades/new activations. Has this happened to anyone else? Is the apple store the only option?

Ask for the store manager and remind them that AT&T has the non-contract pricing mentioned on their website and therefore they have to do it.
 
Good, then maybe they will ship out orders to those who are still waiting for their iPhones like myself.
