ATD speaker noise

I have a new ATD, and whenever I open up a program, the speaker acts funny. Basically, it sounds like the volume is turned all the way up (nothing playing) even when the volume is off. After 30 seconds or so, the sound disappears. Is this behavior to be expected with all ATDs, or should I return it?
