The 9250 is basically a Radeon 9200, which features pixel shader 1.4 max. The Radeon 9550 is basically a lower clocked Radeon 9600, which supports pixel shader 2.0.
Basically, the 9550 is faster and better - though its still considered old, slow, and outdated by today's technology.
