ATT - Add Line/Data

Hello, I currently have a Family Plan, with 3 available lines. I have an iPhone 4S, and I wanted to upgrade it to an iPhone 5.

Could I add a line, get the iPhone 5 for the 199.99 price, then transfer that iPhone over to my iPhone 4S line.

Then I could just remove the data on that additional line, and just pay 9.99 a month to keep the line? Right? Has this been done before?
