ATT Early Upgrade Issues

I purchased my iPhone 4S on Launch Date, and I don't even have the 200 iPhone + 250 Early upgrade option? But yet, I have a phone added in December, 2011, and it has that early upgrade. How does ATT decide who gets it, and who doesn't? This is dumb, becuase I have done the Early Upgrade like 3 times now, and nobody wants to pay full price for an iPhone every year.


Anyone else having same trouble?
