So i got my iPhone 5.
I want to give my iPhone 4 to my mom.

She currently uses a T-Mobile pay as you go Razr.
Can we get her a similar ATT PrePaid sim card and just stick it in the iPhone 4?

Whats the best way to do this.

Straight Talk. Uses the AT&T network, $45/month, no contract. iPhone 4 must be unlocked, which you can get done through AT&T since your iPhone 4 contract expired.
 
too expensive and unnecessary.

She has had her Prepaid TMobile sim for about 5 years and has spent a whopping $40 recharging it.

The voice use is only for emergencies really..
 
If she only wants the phone for voice the GoPhone 10¢/Minute Plan is perfect. It only charges what you use to talk. A bonus is that you can add a text messaging 'package' to co-exist with this plan if she texts more than a handful of messages on a monthly basis.
