iPad ATT LTE on my ipad air is extremely slow compared to the 5S and iPad 4!

Using the speedtest app I'm averaging about 1.5mbps download on the air and 5-8 on the 5S. This is using the same server and I have run many tests. I also put the iPhone 5s sim in the iPad and got the same slow results so its not the sim card.

If you have an ATT iPad air and iPhone 5S could you run some tests and compare the 2? Make sure you are using the same server in the speediest app.
