Att partner service

I plan on getting an iphone at the end of this month. I will be using the phone mainly in New Orleans where att has excellent service(It's solid 3G and voice for the entire city), but at my house they have no offical service but the service map show they have service though a partner carrier. Does this mean my house will have service enough to make phone calls?
