ATT upgrade eligibility question- different locations

Hi all,

My wife is the primary on the account and is eligible for the IP5. I got the 4S on release next year but it shows as I am not eligible for the full discount until next year in may or something.

My wife's father is also on our Family plan and that line is eligible, but he lives in a different state. Can I order the second IP5 on that other line?

He does not need the phone, but can I ship it to my address and use it. Since there is nano sim, is this possible?
