"Attachment" icon not functioning in Touch Bar

Using MBP 2018 w/Touch Bar. In Mail, I added "Attachment" icon to the Touch Bar. When composing an email, the "Attachment" icon is present in the Touch Bar, but it is greyed-out and nonfunctional. I can add an attachment from Desktop, but not from the IMG_1508.jpg Touch Bar icon. Is there a way to cure this problem?
