Attachment Locations API

Hey!
I've been wondering.. Since Dropbox support as a location for uploading attachments worked basically from iOS 9 beta 1, is this a feature that Apple controls, or do developers have access to the API to enable support in their own apps.
This is important to many as we all probably have File Storage/Manager apps installed or Apps that allow us to download stuff.
