Attachments in Apple Mail

Often, when trying to view attachments in Apple Mail (OS 10.13.5), the attachment icon continues to indicate downloading and I'm unable to open the attachment. Only after quitting Mail and reopening Mail does the specific attachment then open. How do I solve this? Thanks.
