so I am looking to make

Material currently at my disposal is 12 GA Galvannealed steel (A591)
so my question is, WHERE can I get this heat treated? the file I currently have measures 53" x 14.25", already got rejected at a couple of places based on size alone.

I would recommend a machine shop or a Farrier shop.
 
Welding it back together is a very bad idea, as the guy in the video mentions. The Klingons had advanced technology relative to US technology in the 21st century. It seems like they would have the technology and resources to cut a weapon like this from a block of metal. Their appearance on Star Trek makes them look more like machined items than forged ones.

It won't answer your question about fabricating a Bat'leth :D but there are some good podcasts about knives (manufacturers, DIY type stuff). There's this odd overlap with tech nerds and knives and beer snobs.

Klingons don't make bat'leth from a block of metal. The cut a length of their hair, dip it in lava, then dunk in a lake and then twist it into a blade. Where are you gonna get a some Klingon hair?🤔 Because human hair would disintegrate on contact with lava.:p

As for finding someone who will heat treat a human made bat'leth: qapla'.
